I don't know if this is the best method but I have had very good results using automobile headlight cleaner and polishing compounds. First I clean the CD or DVD gently with ordinary soap and water. Then I place the disk on a stable, flat surface. I use the cleaner, which is actually a safe and extremely fine abrasive for optical plastic surfaces. I wipe it dry and use the polisher, which leaves a transparent waxy coating in any tine scratches. The was has an index of refraction similar to the plastic of the CD, so that the CD surface does not interfere with the laser system.
THIS MAY NOT WORK FOR BLU-RAY because the wax may not behave the same as the orginal plastic for the shorter wavelengths. I have not tried it.
A soft cloth works well. If there is a smear, you could wash the disc in warm, soapy water; just be sure to rinse and dry it completely before trying to play it.
