When districts haven't got enough teachers available they make it possible for people without degrees to teach on a provisional basis.
    .
I remember reading that people getting teaching degrees tended to score very low in their non education-related classes, but I don't know where the information came from. Suffice it to say that despite turning what was once a one year certificate into a four year degree, students score worse than ever.
    .
I know there are good teachers out there. I've had some. There are also bad teachers and they aren't 'graded' on whether their students actually pass their classes with knowledge.
    .
There is a reason private schools are so popular. They do a better job.

All teachers must have a Master's degree before they can teach. They are all qualified to that degree. Some just have a natural talent for it, while others do not.
