Yes, In most states animal cruelty is now a felony and rightly so.
I just answered a question that asked if I am easily ticked off and I said no but cruelty to animals, Children and elderly people will get me screaming red hot in a second.

Yes the person can be held accountable and prosecuted too. Of course, if I happened to see them do it and can catch up to them...the aforementioned situation might become moot!
I've already punched some dipchit in the nose for deliberately trying to hit a loose dog on the road...caught him at the next signal light, and several other pissed off people joined me, when he thought about hitting me back. It didn't work out too well for him, since THEY also saw what he tried to do...
and the doggie, was caught up safely by another kind hearted person.

Where are you? In the UK if any harm came to that animal you would be charged with animal cruelty... very often that means a prison sentence.
well if I saw them do this they wouldn't have to worry about being held accountable ... for anything, and I am NOT joking!

Why would anyone throw a dog into the middle of the street!! Whether or not the law held them accountable..I certainly would!!

I think so yes, if it happened on purpose. Wouldn't know how to not do that on purpose so a yes.
