Can a person be held accountable for throwing a dog into the middle of the street into traffic?

-Charges include animal cruelty and posing a danger to the public. Even if you avoid that the law of Karma will hold yu accountable. If the dog, or anyone else is injured or dies as a result of your actions, you will have to carry that burden within your heart until the Karma ripens and you experience retribution.

Yes, In most states animal cruelty is now a felony and rightly so.
I just answered a question that asked if I am easily ticked off and I said no but cruelty to animals, Children and elderly people will get me screaming red hot in a second.
There is no excuse for it.

Yes the person can be held accountable and prosecuted too. Of course, if I happened to see them do it and can catch up to them...the aforementioned situation might become moot!

I've already punched some dipchit in the nose for deliberately trying to hit a loose dog on the road...caught him at the next signal light, and several other pissed off people joined me, when he thought about hitting me back. It didn't work out too well for him, since THEY also saw what he tried to do...

and the doggie, was caught up safely by another kind hearted person.

Yeah...it had a happy ending for the dog...nice dog too, a lab mix, scared but friendly and sweet.

Where are you? In the UK if any harm came to that animal you would be charged with animal cruelty... very often that means a prison sentence.

Can? Sure. Will? Maybe. The point of this question is what? You really don't have any idea which is kinda of scary. Or you do know and ask such a question anyway which is at least a little strange.

YES; the LAW will hold you accountable ... Several felony charges here depending upon the state you live in ...

However; be advised : I carry a 9mm service weapon . IF I caught some low life , slime ball throwing a dog into traffic ; I would shot him or her in BOTH knee caps ... and take my chances with a jury of my peers.
