How come pipe cleaners, which are meant for little kids to play and do art with, are so sharp and pointy and painful at the ends?

Well, they need the rod in there to hold them together and to make them pliable. And, although kids do use them for arts and crafts, they are still "pipe cleaners" their original purpose is for cleaning pipes, you need something that's both strong, will hold together, and pliable, to get into areas that you want to clean.
