  • Your local Sheriff's Office, or, an atty. in N.J. would be the best to answer this. In Va., Sheriffs & Deputies are "constitutional' officers, & they have state-wide jurisdiction (even to arrest for traffic violations), as opposed to city or county police officers, who have jurisdiction only in their own jurisdictions (eg, city or county). However, 'civil process' (eg, serving 'Court papers') may be done by anyone (with some exceptions). I assume that N.J. is similar.
