The code means the catalyst is becoming inefficient sometimes there is a software update to fix it sometimes not what is the make and model?

It means that your catalytic converter(s) is not working at a normal efficiency level.
There's no need to replace them unless required to do that by your state vehicle inspection process.

My 17 yr old son took my car and had a shop remove the catalytic converter and put in a straight pipe. Can I make the shop put it back on?
