Make sure all horses that run have a clean bill of health and are not running with any condition that is causing them pain. Lengthen the time between races in the Triple Crown. The schedule does not provide long enough time for a horse to recover from such a grueling regimen. Make racetracks safer and the loading gates. In an extreme weather condition like heavy rain or excessive heat -maybe call off race. Provide a safety barrier between horses being paraded or exercised from public. Make sure horses are always humanely treated. Not allowing drugs to mask painful conditions.
