I know that I as a user can give away points when I think the question or the answer is great. Hopefully someone is in the "know".

AB data is stored in database. AB staffers (at least the senior ones) have nearly unlimited access to that database and can do pretty much whatever they want. Community Leaders and Moderators have more limited access, so they have a smaller range of changes that they can make.

1) Only AB-staff would be able to answer that one. I suppose that it would make sense to give them the normal maximal rating. I have never become more than the maximal rating at a time (well, they could theoretically give multiple ratings).
