A man can only make so much semen and sperm in a given period of time, although that period is pretty short. A man who has just ejaculated is not likely to make any or as much semen if he ejaculates again within the next couple of hours.

There is also a sort of limit as to the amount of semen/sperm a man can make. What I mean is that even if he were to not have sex for a year he would only produce so much semen the next time he does ejaculate. It's not like he would accumulate a gallon of it. The body will usually either absorb the excess semen and dead sperm and continually replenish it with fresh stuff. The body may also trigger nocturnal emissions (wet dreams) to clear out semen and keep a new batch on stand by.

No, except over a very short term. It takes a man about 48-72 hours to "top up". After that, it is all the same - he delivers what he can deliver.
