MY HOME OWNERS ASSOCIATION SENT ME A LETTER STATING THEY HAD A PETITION SIGNED BY SEVERAL OF MY NEIGHBORS REGARDING MY DOG, ATTACHED TO THE LETTER WAS A FINE. SHOULD I HAVE GOTTEN A WARNING 1ST? AND CAN I ASK FOR A COPY OF THE PETITION?

    HOA regulations vary state by state. What were the complaints about the dog? If it deals with noise, they ahve to prove specific instances. Just because neighbors don't like your dog does not mean you don't have rights.

    Read you covenants. I think you should be able to see the petition. Again, depends on the rules of the HOA.

    Usually warnings precede fines. Get a slot in the next HOA meeting and complain. Follow the rules to get on the agenda, though or they will shut you down.

    -- As a former HOA president of a neighborhood in the state of GA, most dog issues are a civil matter and are not covered by HOA regs. If the HOA has regs, the county or city ordinances supercede the HOA.

    If you do not pay the fine, expect them to put a lien on your house.
