People are told when and how to have sex by religion and societal rules. This is not always a bad thing, but can get out of hand. It's a tricky balance.
Evolution is in opposition to these rules, so we crave all kinds of "forbidden" sex. Without *strong* desires, we wouldn't be here as a species.
Once we get off, the desire disappears, and the scale immediately becomes very unbalanced in favor of shame.
Both the desire and the rules are important for our society.
