No, well not exactly. There are Minoan cities with palace complexes at their centres but towns or cities have to grow and thrive before enough wealth and centralized power has built up to enable a ruling authority to build a palace complex to govern that town or city.

Knossos is a fine example of palaced city but Knossos was a setlement long before the palace complex was built.
