You can, but the oil won't do too much for your cloting
Yes for some massages, but it restricts what kind you can have. If you can at least get it down to your underwear, it's possible to do Swedish on most of your body. But it's possible to do shiatsu or Thai massage with your fully dressed in loose clothing.

Any well trained massage therapist can deal with a clothing optional client. And if your option is to remain fully clothed, it's your prerogative.
Any well trained massage therapist will tell you, you will benefit more by giving him/her greater access to your body.
Honestly, I've had hundreds of massages, and I can tell you, you will prefer the undressed ones more. Get over whatever it is that's holding you back, and go for it!
A good idea would be to discuss, with your massage therapist, your reservations about undressing.

sure, massages are clothing optional. just wear something that will allow give, like thin sweats, so the masseuse can still get full access to the muscle
