They have, at least, earned that much?
Um, they get released because they're not deemed a threat....
Well, they got the money, honey.
Terrorist, or ex/accused terrorist?
Regardless, Saudi Arabia has always been a big backer of terrorism and even now, I believe, Saudi Arabians make up approx half the insurgents and terrorists fighting in Iraq. It is a big problem, and a major threat to regional and global security in that sense.
The thing is, the government also takes action against terrorists too, it arrests them and detains them itself. Saudi Arabia, as a government, has changed its position on terrorists over recent years . It is very inconsistent though. Just as some members of the government support al Q, the government is also threatened by al Q in the same way that America is. Sure it is not helping us and our 'cause', but at the same time it is in a very difficult position. It has to hedge its bets as a matter of prudence. Who can blame it?
Interesting link... seems from the link that the houses and cars are provided to rehabilitate ex terrorists, rather than support terrorists. I think it is a good approach to take. America tried the hard approach - it didn't work. If we have learned anything during the surge of Iraq and subsequent months, sometimes a soft and more personal approach is better. You don't change a mindset through violence alone.
There are so many things wrong with your question, dude, that I don't even know where to start
