It's an interesting concept. Very difficult to pull off. If money is no problem and the panoramics enjoyed at the top deserve a 360º view, why not? Dubai, in the United Arab Emirates, always a testing ground for incredible innovative ideas, has taken this concept to the limit. Moscow has as well. I don't have a clue why they would build such a thing. In Tokyo I went to a restaurant at the New Otani Hotel, it was not a rotating skyscraper but the restaurant was in a sort of huge Mexican hat that rotated. I was fine for the first 30 minutes or so, but then I got very sick and had to leave, it does not feel good!!!

In Columbia SC we have a rotating restaurant on top of Capstone at the University of South Carolina. It came from the 1964 NY Worlds Fair. Never checked it out, but the chief attraction seems to be girls sunbathing in the nude on top of South Towers, nearby Womens' dorm. So my answer would be "Yes".

IF this is a real project, has the architect or engineer taken into account how to maintain the bearings and other structural components in addition to the usual motors and gears that would be involved in a structure like this? Not to mention, if each rotating floor has more than one occupant (families if residential, offices if an office building) who controls the orientation of the floor? In the video it claims faster floor construction than "traditional" construction. The video didn't include construction time for the central column or spindle. But to an answer for your question; it seems more of we did it because we can do it, than a practical idea.

Programmable effects! Anything the occupants desire in effect can occur, basically a potential democracy of realestate location and presentation. Good sunlight, views, therapy, lighting, heating. But for saftey reasons I'm sure the building manager will not be releasing control.
