Why do we buy jeans based on the measurement of waist size if a lot of the jeans that people wear today are worn on or almost below the hips?

A lot? I don't think so. A lot of young kids, maybe, but I would not be surprised if you found that twenty-somethings and up are the purchasers of the vast majority of jeans. I don't see a lot of cowboys, construction workers, and farmers showing their underwear... Well, at least as far as the kids do.
