Do you have a lot of time on your hands? Then answer a lot of questions. Have fun. If you make it work, it's going to take longer. There are things you can do while you are advancing if you say, get bored. Start conversations in the comments section. Just throw something out there. You'd be amazed at the interesting feedback you can recieve when these people start sharing their minds with you that way. Have fun! Or, work your ass off if that IS fun to you. That works too.

Know your subject. Continuous learning. Initiative, motivation, innovative thinking. Spearhead or be a member of related projects to gain experience. Include good interpersonal and communication skills. Networking with persons of influence and joining like associations/clubs, etc. helps.

Other than that, ask interesting questions and give good answers (either very accurate or very funny). Make friends. That's the best I can tell you. I don't advance very quickly myself, but I'm not really focusing on it.
