Well, the exteriors are shot in Washington (I think most of the interiors are shot in California), but I don't know if that's where Twin Peaks is supposed to be (it's a fictional town).

It's a small fictional Washington town. Exteriors were filmed in Snoqualmie and North Bend, and some other exterior shots were in southern California. Most interiors were filmed on standing sets in a San Fernando Valley warehouse.
