Do you think you can teach someone how to be a great drawer, or is a great drawer innate?

I think that anyone can learn to be a really good drawer/artist... But in order to be 'great' it needs to be a talent/gift you possess. However having the talent or gift will do you no good if you don't use it. If you don't draw on a regular basis no matter how good you are your gift will atrophy (That's why I've started drawing again). +3
