It is probably the front brakes to which you are referring. If so, it is quite probable that a caliper is 'frozen'. "The fix"== replace BOTH front calipers & hoses, & 'bleed'.
Mabe the vacuum tubes hooked up wrong or Booster or master cylinder installed incorrectly.

My '03 Taurus speedometer moves when stopped, will jerk and have instrument panel light up and might cut off while in gear. Suggestions?

might as well get new rotors also you've gone this far cheap rotors are what $30 each cant stop the money hemorrhaging machine now

Replace rotors only if necessary, & if so, replace pads as well. May be best to have checked by a competent, honest mechanic (which'll stop the 'hemorraging). Unfortunately, you may have wasted $ on the M. cyl. & booster.
