Can I rent a car in a city and turn it back in a different one, if so do I have to pay recharges?

    It depends upon the rental car location. Even if renting from a large national chain (ie, Hertz, Budget, etc.) they may or may not be a corporately held location, they may be a franchisee. If franchise most of the time they will allow returns in a different city but the charge to do so tends to be very high as it costs them a great deal of money to get the car back, further it is out of circulation for them until they get it back as the corporation does not provide the support network. Corporate locations typically charge less because it costs them less to have it back or replaced as it is still floating in the corporate fleet.

    Best thing to do would be to call several different rental car companies and get quotes from them.
