    G. WASH.

It sounds like a faulty 'horn relay' (at the 'click').

Horn Will Not Sound (1995 Dodge Ram Van)

1.Check for burned horn fuse. If fuse is okay, go to step 2). If fuse is burned, replace it and ensure horn is functioning. If horn sounds and new fuse does not blow, repair is completed. If horn fails to sound and new fuse does not blow, go to step 2). If horn fails to sound and new fuse blows, check for shorted wiring between fuse terminal and horn, and check for short circuit in horn.

2.If fuse is okay in step 1), unplug wire connector at horn. Using a test light, connect one lead to wire connector and other lead to ground. Depress horn switch. If test light glows, horn is ungrounded or faulty, go to next step. If test light does not glow, go to step 4).

3.Connect jumper wire from horn bracket to known good ground. Reconnect horn connector. If horn fails to sound with jumper wire and horn connector connected, replace horn.

4.If test light fails to glow in step 2), check for defective horn relay by substituting a known good relay. If test light glows when horn switch is depressed, original relay is defective. If test light fails to glow with substitute relay, go to next step.

5.Disconnect relay. Connect jumper wire between battery terminal and horn terminal on relay terminal board. See Fig. 1 . If test light fails to glow, check for open circuit between horn fuse and horn terminal on relay terminal board. Also check for open circuit between relay terminal board and horn terminals. If test light glows, fault exists in horn switch or open circuit in wiring between relay terminal and horn switch.
