Without seeing it, my guess is that it is a winged ant. They come out in the spring to start new colonies.
It isn't tying to commit suicide. It is attracted to the light reflected in the water.

Unknown, but if it has the ability to kill itself multiple times and each time come back and do it again, it may be that it's realized that, in its particular case, the consequences of death are temporary and therefore of no major cause for concern.

You raise an excellent point regarding The Bug that Would Not Die. Much more dangerous, and your protective instincts were absolutely appropriate.
