Just remember that Clinton Invaded and started a war with Iraq in 1998. Clinton also knew and had solid proof that Saddam was holding WMDs. Just a bit over 2.5 years later, Bush used the same information that Clinton's own weapons inspectors had recorded and reported.
While Saddam was stalling the US delay by protesting in the UN, trucks being filled with boxes were spotted outside all of the known WMD sites and suspected WMD sites. After the war mobile weapons labs were found to have been empty and looted.

IN 1988, Saddam Possessed WMDs and USED them on IRAQI CIVILIANS. If Saddam would do that to his own people, he would certainly do it or aide someone that would Gas the Americans he did not like and wanted revenge against. He did it again in 1991 or 1992 after Bush Sr. left Iraq. Saddam mass murdered more than 150,000 of his own people for trying to throw him from power during the war. All in all, Saddam is responsible for nearly (estimated) 700,000-1,000,000 murders during his time in power.
