What's a good way to keep my puppy from eating things he finds on the floor? (Besides keeping things off the floor, because I vacuum three times a day, yet he manages to find things somehow)

Kennels and pens are a good idea. But have you also considered the age of your puppy? To keep him from chewing the wrong things, look at what he is chewing. If he is chewing items that are cloth in nature or furniture items-he's teething his front teeth. Giving him specific toys, like rag bones, with his scent on it can help for this. If he is chewing items that are plastic or linoleum like-he is teething his molars. This calls for a rubber chew toy. By placing these toys with either his scent or a treat or food item scent on it can make your life more bearable.
If he is just randomly picking up items off the floor, ask y9ouself, is he doing this to get attention? Even puppies consider "negative" attention, attention. Try wearing out your puppy after work or before. Take him for a long walk, to get some of his energy out. Allowing him to dominate the home now is not a good idea. You will regret this later. He may be asserting himself as "top" dog, and you are falling right into his trap. Reinforcing his good habits is key. Pets on the head and small hard treats will do the trick. These are just some of the implemented rules we have where I worked and volunteered. Hope some of this helps and good luck.

Have a cage for him. It gives him security and helps to establish boundaries. Provide toys & comfortable bedding. Its natural for a dog to have a "den", so provide him with one. Its not cruel, its more comfortable for him to have his own space. Let him out as often as you can supervise, or as much as you want. He and you both will be much happier. All puppies chew on things. I've had enough chair legs and underwear chewed up, I learned the hard way. ;-)

Keep your puppy in a kennel or pin when you are not playing with him. It seems kind of cruel but it really works. Only take him out to play, eat or go to the bathroom. He will be a better dog because of it.

I honestly don't know. My dog is a few years old, and he STILL eats things he finds on the floor.
