That isn't a common hockey term (at least not to my knowledge) but it probably refers to the goalie or a defenseman who blocks many shots. Not sure on this one.

If a team tries to ice the puck and it hits the ref on the way to be icing and that team gets a break away and scores. what happens?

That's what i would come up with! The term shot blocker would refer to a player who blocks shots.
