Read the two earners section at the TOP of the 1st page of form W-4

Basically it says it usually works best if the allowances are claimed on the higher wage, and zero on the lower wage earner. I get to pick zero on both and pay additional.
Is there a limit on how many allowances you can claim on your pay stub?

lousey savings account, adult101! Why let the government keep YOUR money all year, then pay you back without interest! better to claim just what you figure your tax liability to be and save your money in your savings account and earn interest (as little as it is; it's better than nothing!).

your last line: 'I get to pick zero on both and pay additional' is telling me you claim zero on both wage earners and pay additional..that's where I got my info that you are paying more than your tax liability...what am I misreading?
