Depends on the circumstance. If they are both stricken with a life-threatening disease being a billionaire is probably better. If the billionaire is anti-social and has hermit-like tendencies then he is living the good life in his eyes. Simply "knowing" everyone doesn't insure that they like having you around, that they enjoy your company or that they are your friends. Homeless is never as good as having a home...never. :)
I think they are one and the same. The surfer just pretends not to have any money, when he is really the man in the big house.
The one who is doing what he wants. You can't assume that because someone is old and alone, they must be sad and lonely, or because you are surrounded by people, that you are happy. Everything you see always has two sides, the one you see and the actual reality. This is my humble opinion :)
It really depends on a person's personal values. If the billionaire wanted people around he could certainly have them, so it's a matter of choice. If this suits him, then he's well off because he has what he wants.
Similarly, the surfer can find complete satisfaction in his lifestyle. There is no way to know who is better off without knowing their values.

For me it is defintely the Homeless Surfer! He's got a hobby he enjoys, he gets to wake up to the sound of the ocean and has loads of friends. Friends are more important than excessive amounts of money.

If by better off you mean happier, then maybe the surfer – unless he has to beg for food every day to maintain his life style.
The billionaire, unless he has a mental problem, knows he has choices. He may be just as content.

The billionaire. Although the homeless man "knows" everyone, apparently none of them care enough to make sure he isn't homeless. The billionaire can take care of himself. I'd rather have no friends than friends I couldn't rely on. At least then I'm not fooling myself.
I think someone should introduce them to each other. :) Then maybe the millonaire could get a room mate and hang out on the beach with his new friend and meet new people, and the surfer wouldn't be homeless anymore.
Keep the money, I'd take the big empty house, for the exception of my wife and kids, which no one visits anymore. Homeless? Beach? Know everyone? No thanks on all three or any combo of the such.
Considering I live in the middle of no-where in a big old house that no one visits anymore I'd go with the old dude.
I don't have the billions but I have had enough of the drama in other peoples lives and don't feel the need to have a lot of friends, The reason those old guys live like that is they LIKE living like that.
You have all that money you can choose to live anywhere you want (including the beach) The fact that they don't says they enjoy their privacy which I can completely relate to.
Probably the homeless surfer, but I still wouldn't mind being the billionaire, at least for a while anyway.

Neither; but if I was the man in the big empty house, I'd invite the homeless surfer to stay and bring all the people he knows to have a big, long party. Maybe I'd meet some friends and my house wouldn't be empty anymore. And if you have it, it's more rewarding to share it; in my opinion.

The billionaire may be a misanthropic loner and thus very content with his lot but if the surfer is also a misanthropic loner, he's not going to dig knowing everyone and being without the means to escape them.

No one is better off. It depends on how evolved they are. I would rather be an old realized Saint than either of them. Bliss is the key not circumstances. (I think I'm still erring on the side of the billionair though)
