My mother would sew a light stainless steel chain all the way around inside the bottom hem to keep it down ... likewise with many military kilts ... I have never seen it done with washers ...

I remember reading about that but never saw it done. They still put metal at the bottom of vertical blinds though.

(lol) My granny sewed lead fishing line weights into hers (lead doesn't rust) I don't remember my mom doing it.

That's brilliant, from a guy's perspective my suit pants have cuffs and the tailor always puts a strip of fabric around the inside bottom to keep them down, neat and in place, I wear them long anyway. Same premise though!

You can buy drapery weights in a variety of shapes, sizes, finishes, and materials for this purpose. The old ones were made of lead. I would not use lead weights in case they fell out and a child played with them. Any fabric or sewing store will have at least one basic kind. Try Joanne fabrics. If you use washers, I would use stainless or galvanized ones, because standard washers might rust and leave stains. Some "brass" washers are merely thinly plated steel. I admit that on occasion I might encourage that particular accident to happen, in a controlled way.
