1.Go out at night and remove the license plate from the van.
2.Take a "valve core tool" and remove the valve cores from the stem, allowing all the tires to go flat, replace the cores, and add a few drops of super glue to each before replacing the caps.
3.He will then have to remove ,dismount all the tires to replace the stems and inflate all the tires .
    4.He will move the van

I've had a similar problem in the past (a neighbor who ALWAYS parked his cars in front of my house, and left his curb empty). In my city in Texas, as long as he is LEGALLY parked, and moves the vehicle EVERY 24 hours, there is nothing that can be done. One of your only recourses may be if his truck is too big to safely see around ... then it COULD be illegally parked. A policeman told me to just park my vehicles in front of HIS house, but I didn't trust him to not damage my vehicles.

you can call and make a complaint to the police, i know in some state(like nj) comercial advertising on vehicles is illegal(although people do it until they get in trouble), plus, some housing developements have rules about these things. or if you wanna be destruvtive funnel 5 lbs of sugar into the gas tank, or for less damaging stuff a potatoe up the tailpipe

Depends on where you live and what the county/city vehicle codes are. I had a similar problem and this is how I got the vehicle moved (by the owner of the vehicle). I got a can of upside down orange marking paint and marked one of the tires that could bee seen from the street as you drove by. I also mocked up a city parking violation notice and placed it on the windshield. The next day it was moved down the street away from my house. It works great! P.S. the city that I live in only allows a vehicle to be parked in one spot for 48 hours.

Well clearly you can leave cars on the street there as long as you wish. So put your car out there first. Or get one of your other neighbors to use that spot.
