Your router may have a feature that lets you filter specific computers from accessing the internet. You should check out your router's documentation to see how to make this happen.
Usually this would mean you'd enter the computer's IP or MAC address into a list among the router's on-board web pages, and after that change is applied that computer is blocked from the internet but free to access other computers on your local network.
manually setup the TCP/IP settings for that computer and leave the default gateway blank. if it's to stop a child accessing the internet then they should also be using a limited user account on the computer so they can not reset the TCP/IP settings
why would you even want to not allow internet access? the internet is a part of daily life. if your wanting to do that, get a home server.
