The powers behind paramutual betting and a state lottery spred the same story here in Texas. It turns out that some of the money does go toward education. Why my goodness gracious for every dollar wagered in Texas, education gets 1 (one) ONE! penny, the rest goes into the general fund. I was really disappointed to learn that the lottery commission allows the lottery people to sell lottery tickets even after all of the winning tickets have been sold. I suppose if a guy is stupid enough to place a bet on a horse after the race is over...well, it his money. The Texas Legislature only meets for 90 days every other year and I've got to say that it really is impressive how distructive those folks can be in such a short time.
