I had this problem with one of my kittens. A crust covered his entire eye. I ended up having to pull it off, but I don't actually recommend it. Try using a warm, wet wash cloth to moisten the gunk and make it softer. If he still can't open them alone, you can try very gently pulling away some of the edges of the gunk. It was nerve wracking for me when I did this, I was terrified I'd blind him, so I really suggest seeing a vet about it instead.

It sounds like an eye infection. Try wetting a washcloth with warm water and holding it over his eyes for a few minutes. That should soften the crud so he can get his eyes open. Then you need to get him to the vet for some eye drops.
