No. In fact, Hell no. Why would you? If you didn't call the police post-accident to make a report of it, then "who's to blame" remains undocumented and unproven. The fact that he didn't want you to contact insurance means he has something to hide on his side. I would forget it and, if he has a problem, tell him to take it up with your insurance agent; that's what you pay them for.
never give cash away. especially without a written contract of some sort saying that you paid. but even that is a very bad idea. always let the insurance companies deal with it.
Absolutely not, don't send money. Does he have insurance? A valid license? Notify your insurance company and let them know what happened -- that is what they are there for. They will help protect you in the event that this person is "sue-happy" and looking for an easy payday. Your insurance company will instruct you on what to do. I would also strongly suggest getting PIP and under-insured motorist coverage. I was involved in a wreck last year (not my fault), and my insurance company handled everything for me quickly and I was treated fairly. It was also nice having a liason between myself and the other insurance company.
Usually it means the guy has a problem. Illegal alien, outstanding warrants, no insurance if required by State law, whatever.
You did the right thing to call your insurance company. Let them handle it.
You did damage his property and he is entitled to compensation. If you did $1,000 worth of damage to his car he should get $1,000. He has NO obligation to spend that money repairing the car if it is his car. If he is making payments and the finance company has a lien things get more complicated. Let your insurance company handle it.

You're reading What do you do if you had a minor bumper crusher, the guy you hit does not want you to call your insurance agent but wants cash? When I eventually did call my agent, the guy I hit still did not take his car to be repaired. do I send $ now?

Conversely, if you ever get in an accident and someone offers to just pay you off and not bring insurance/police into it, take the money and run (assuming it covers the damages). But, for God's sake, don't take a check; cash only.
