It means both. If you drink, then don't drink that often and when you do don't do it to excess. I know it sounds like a cop out answer, but someone who gets blackout drunk but only drinks once a month is not drinking in moderation. Someone who works out for 6 hours a day one day a week is not exercising in moderation.

quantity. if u decrease ur quantity then u are at liberty to increase the frequency - or that's what i believe
