To me it means that you have to rise above the problem and tackle it from a different perspective. It is a problem when it is looked at the same way the problem was developed. But if you never look at it a different way, it will always look the same... like a problem.
Imagine trying to figure out what's behind a hill. If you only ever stand in front of the hill, you will never know and it will always be an unanswerable question. If you get on top of the hill and change your level or perspective, you can now see what's on the other side, and it's not a problem anymore.
