Yes. they are. Lately they cost an arm and a leg, and many don't last very long for large parrots. I find that safe baby or toddler toys are cheaper and you can sometimes find them at yard sales.
That is an understatement.
Sometimes you can find them cheaper online if you look around but I used to make them myself.
i also have a dog, i am a marine bioligst and love animals, what i would do is go to your nearest pet shop and ask for a special cream whidch you pet on the neck against tics. also give him a bath and brush him. if you think he still feels sore buy a anti sweling cream(buy in nearest pet shop) hope that helps. and the cream on the neck really helps.
