To be hired by an airline a pilot does need to have proficiency in the carriers home language. English alone won't do the trick if that is not their national language. While English may be the official language of aviation for radio transmissions, in the cockpit the usual spoken language is that of the carriers natives. (As you mentioned, Dutch for KLM, or French for Air France, Russian for Aeroflot ect).
Yes you must learn the dutch or any other language because in case of emergency you must have any medium to communicate with passengers.
As far as I know, English is the universal airline language, and imperial measures the official ones used.
