Baptism has nothing to do with it, but truly accepting Jesus as your personal savior has everything to do with it. Being born again refers to the supernatural transformation of your mind and soul that happens when you pray to God and accept the sacrifice Jesus did for your sins. Baptism is merely a way to show publicly that you have begun a new life in repentance. When you stand in the water it represents your old life. Going under the water represents the grave, then standing up again shows the resurrection that will happen in Heaven. Many people will disagree, but every example or mention of baptism happens after salvation, not before or as a means of salvation.

Read John 3. We are speaking of two baptisms in one. One done by water and one done by the Holy Spirit. It happens at the same time.
