The fan is designed to run the whole time. It gets super-hot inside a laptop. I had one melt the case once. Fortunately it was under warranty and the company replaced it.
What type of laptop. Does the fan run all the time even on battery power.
No applications? Not even Windows (or whatever other OS you are running)?
Could be a short or it could be it is just getting old and just the programs it is running on the back burner is keeping it humming away. My desk top does this sometimes.

You're reading My laptop computer's fan keeps working all the time while I am not even running any applications. I updated its BIOS drive online; which made no difference. Removed the battery and the electrical cord and pushed down the ON/OFF button. Still the same.Why?

As an aside, I wonder why people care more about fan noise than about keeping their system from scalding their lap, self-destructing, or even starting a fire.

Oh, I'm sure. Fan noise can be really annoying if you're working in a cubicle with the computer right on top of you. I think evaluating the loudness of the fan noise should be a selling point when evaluating a new computer.

I have heard people complain about fan noise on the Acer Aspire One, but unless I take the thing in the (fairly soundproof) bathroom with me, the background noise of the road outside and the fans on my desktop system on the other side of the room are far more than enough to drown it out. Hell, I move air more loudly than my AA1!
Now, my tower.... THERE is noise pollution. Once the CPU hits about 145F, which it does under gaming conditions or when it's over 75F out, the CPU fan speeds up and adds a whine to the turbine-like suck-whoosh of the 53CFM case fan I have bolted to my Radeon. Sounds like an idling F/A-18 only not *quite* as loud; probably only about 35 dB, or about the same as a loud "stage" whisper. (I used to be on a carrier so I know what an F/A-18 sounds like. Same sound, different volume.)
