What if you can pay your income tax on April 15th, BUT you cannot pay all of your self-employment tax that is due. Is the interest and/ or penalties any different for this tax than they would be for income tax?

The income tax due includes your self-employment taxes so there is NO difference...all the same interest/penalties and, in fact, I doubt if the IRS differentiates between any of the taxes due: income, self-employment, penalty on ira/pension distributions, etc. All the same money to them!
