Yes, though I think that the privilege should be suspendable by majority (or perhaps supermajority) quorate vote of the respective House. If they really are guilty of a real offence, the arrest can wait until they get back home. But arresting representatives on trumped-up charges as they approach their legislatures is a favourite trick of repressive legislations.
Unfortunately, I have to agree. If they could be arrested, I am certain that dirty politics would cause record numbers of arrests :(
