Wow, there are so many variables. How heavy is the boat, is it fresh or salt-water, what is the diameter of the prop, etc. Is it possible to measure such a thing? From a standing start, it will be less than whilst travelling.
I am sure a formula would exist, but are you going to go to such details as knowing the resistance of the boat on the water, whether it is smooth or choppy, etc.
