Way too difficult to put into words by anyone. Go to your guitar store, plug them in, and play them. These two pedals are in what I call "the time altering" pedals category. By far the most complex efects pedals out there. I'm not even gonna try and put their sounds into words.
I could give you an answer that discribes the acoustical wave differences between the two, but it might not mean anything, so let me say instead that both devices seem to turn the sound "inside-out" and then back again on a continuing cycle; the phase shifter does it mildly and the flanger does it more pronounced and exagerated. A phase shifter sounds like a chorus pedal on steroids and a flanger sounds like a rotating wah pedal.
Maybe some of the guitar effect manufacturers such as DOD, MXE, BOSS or Ernie Ball will have a demo of each on their website?
flanger has way more reverb than a phaser.
and it sounds better too. =]
