A lot of the decisions are actually automated, and anyone who has used Y!A know they aren't the best when it comes to software, just look at the spell checker they have or the leader boards that where frozen for months, or how about the suggested categories and similar questions, which more often than not give you something completely irrelevant, it has also been suggested that those handling appeals may not be from the US but from outsourced areas where English may not be their first language, not sure if that is true though, the end result however is an appeals system that appears completely random, you would have more accuracy if they decided to base decisions on flipping a coin, at least that would bring it up to 50% accuracy.
