My cats seem to be ticklish on their paw pads, and under part of the end of the leg (nearest the paw). When my partner tickles my cat, the cat looks at us with a grumpy face and moves his foot around (like I would), and eventually moves entirely or growls. I really think the cat is ticklish. :)
