Mussolini controlled his government by suppressing freedom of speech. He used terror to convey his points; he threatened and killed his political opponents. Before WWII he declared that Italy would build a new Holy Roman Empire. Then he became allies with Germany. He overstretched his army and drove them to lose the battle against Greece. He began to rely on Germany for support and in turn became a puppet to the Nazis. The country of Italy (as well as its people) were broken. Before the Allies arrived a new government began to emerge, they gave the order to capture and kill Mussolini. His opponents believed he would only be stopped in death. He was then used at a focal point for the anger the people had of their government as well as a symbol of change.
