I have never heard of an official custodian of the definition of "noon" and "midnight" but since no one else has ventured an answer I will take a shot at it...

I have never heard of any duration associated with any given time. Every stated time (not time period) is a theoretical instant without duration. For example "spring begins at 7:36 p.m." 7:36 here is some instant before which it is winter and after which it is spring. There is no in-between. To be more correct, you would have to specify such a thing to the millionth of a second or something, but for most human endeavors, specifying a time to the nearest minute, five minutes or even hour is enough precision.

Perhaps another more practical example... if the boss says your late if you are not in by 7:00, he does not mean 7:00 plus 2 minutes or even 2 seconds. There is a theoretical instant before which the boss is happy and after which you're fired...

I vote for imaginary dividing points.
