As a Canadian I have no opinion on 'deserves' I'll leave that to those living the legacy. (Though if you're going to put Nixon on it ... )

I don't think he deserves it particularlly. I wasn't around for his administration, but most of my family and several other people I know didn't vote for him. That's enough for me.
I think if any recent President (the last 40 years) deserves to be displayed on currency, it would be Reagan. He influenced events in a way that few have, and his actions led to the end of the Cold War. To this day, he is remembered well and thought of fondly by millions of people. Historically relevant and also popular, it would make sense to place him on U.S. Currency.
