The speed of light is fixed, it is never reduced or increased. The apparent reduction of 'speed' is actually the refraction causing the light to travel a greater distance. The change is in distance travelled not in speed. No prevailing theories since the theory of general relativity have suggested the speed of light is not fixed at 180,000 million miles per second.

I have never heard of light "slowing" down. except in labs near absolute zero only in the medium that is frozen then returns to 186300 miles per sec. The wave length should not be affected maybe some filtering but that would allow freq. that are already there. and block the unwanted (white light is a combination of all light). I could be wrong.
